The November 2nd approval of Proposition 1A highlights big questions about the State-local fiscal relationship. Since the passage of Proposition 13 in 1978, the fiscalization of local land use decisions has been the order of the day in many cities, with sales taxes serving as a key source of General Fund revenue.
