As mandated by California voters in 1972, the California Coastal Commission's mission is to protect the coastal environment. However, the California Coastal Act directs the Commission to balance environmental responsibilities with public access, agriculture, and other coastal dependent uses. Given this broad and often-conflicting mandate, how does the Commission deal with state and local land use interests when each has competing goals and agendas? What does a property owner do when the local jurisdiction is at odds with the Coastal Commission?
