What started with concerns from some neighborhood groups over problematic sober living homes has exploded into a citywide controversy over affordable housing, civil rights, neighborhood security, quality of life, the legal definition of "family", and much more.
The Community Care Facilities Ordinance, originally proposed as a zoning solution to the proliferation of sober homes is still pending a City Council vote after five years of gestation.
Some say it’s a panacea for single-family neighborhoods, others a serious threat to people with special needs.
While the debate over the ordinance involves a Gordian knot of political and legal issues—how can neighborhoods protect themselves and still comply with State and Federal laws—it also has serious implications for property values, rental markets, and community planning.
