How can a city be both democratic and beautiful? Is an inclusive planning process inherently at odds with excellent urban design and architecture? Or is it possible for public process to support great architecture and great urbanism? Most importantly, how is this tension playing out in Los Angeles and San Francisco, two of the great West Coast cities?
